Tallinn Among the Safest Cities in Europe

The Hague is number one, Dubrovnik is not on the list. This is the real safety ranking in Europe.
The British cruise and city travel company Riviera Travel recently ranked European cities by safety, referring to Numbeo’s statistics. You can find the ranking here.
However, there’s something questionable in their reporting: Dubrovnik, which they listed as number one, doesn’t even appear in Numbeo’s global City 2025 Safety Index.
According to Numbeo’s 2025 publicly available safety index, The Hague ranks as the safest city in Europe. Tallinn ranks in 10th place, with eight other European cities ahead of it.
Other notable rankings:
- Reykjavik—12th
- Copenhagen—22nd
- Helsinki—27th
- Oslo—50th
- Stockholm—way behind in 81st
In one thing we can agree with Riviera Travel: Tallinn offers one of the safest city experiences in Northern Europe. The only city above it in this region is Trondheim.
