According to Statistics Estonia, a total of 459,200 tourists stayed in accommodation establishments in August 2025, which is 1% more than in August of the previous year. The number of foreign tourists increased by 4%, while the number of domestic tourists decreased by 2%. The number of tourists arriving from Finland declined for the fourth consecutive month.
In August, Estonia hosted 240,700 foreign tourists, and 218,500 domestic tourists. The share of foreign visitors—52%—was slightly higher than that of domestic visitors—48%.
Helga Laurmaa, lead analyst at Statistics Estonia, stated that the number of foreign tourists has increased in most months this year. “Compared to August last year, there were 4% more foreign tourists accommodated, but the number still remains slightly below pre-pandemic levels,” she said.
In August, 62,400 tourists arrived from Finland, accounting for over a quarter—26%—of all foreign tourists staying in Estonia. “Finns still formed the largest group of tourists, but their number declined compared to the same time last year for the fourth month in a row. The drop in August was 9%,” Laurmaa explained.
Other significant groups included Latvians: 29,300 tourists, 12%; Germans: 24,100, 10%; Lithuanians: 11,800, 5%; Poles: 9900, 4%; and Italians: 9500, 4%.
