Two New Towers Rising in Northern Tallinn

 

Two 12-storey tower blocks are planned for the Volta Quarter in Northern Tallinn. The Endover construction company has launched the presale of apartments in the first Volta SKAI building. Construction on the first phase is scheduled to begin at the end of 2025, and is expected to be completed by mid-2027.

The first tower will feature around 80 apartments, ranging in size from 35 to 155 square metres. The upper floors will house larger units with terraces. The building will also include communal areas, such as a rooftop terrace with sea views, and a green area adjacent to the parking spaces.

According to Endover, the architecture of Volta SKAI will introduce a new landmark to Tallinn’s skyline. The towers will be located in an area where industrial heritage has, in recent years, been complemented by dense, modern urban development (Noblessner, the Krulli Quarter, and the Volta Quarter). In terms of landscape, however, the buildings will stand out from the surrounding, predominantly low-rise structures. It remains to be seen whether more similar high-rise developments will be built in Northern Tallinn in the future, gradually transforming the character and atmosphere of the area. Many other neighbourhoods in Northern Tallinn are also undergoing transformation, including the Krulli Quarter, Sitsi, Põhjala Factory, and Hundipea.

The broader redevelopment of the Volta area will continue in the coming years. Plans for the quarter include a kindergarten, a food street, and a park area of approximately 15,000 square metres. At the beginning of 2026, the Volta HUB business centre is set to open, which will also house a MyFitness gym. This spring, a new padel centre with four courts was completed in the area.
